Twitter is testing the downvotes feature for some web versions and will be added to Android and iOS later. This downvote count will not be visible to the public, it will help them understand the replies of the users and to provide quality content to users.
In their recent tweet they said:
"Some of you on iOS may see different options to up or downvote on replies. We're testing this to understand the types of replies you find relevant in a convo, so we can work on ways to show more of them. Your downvotes aren’t public, while your upvotes will be shown as likes.
Downvotes aren’t public, but they'll help inform us of the content people want to see."
Currently, this feature is not visible to all users, it is in the testing phase and soon they will expand the user base for testing this feature.
In their thread they also tweeted:

Twitter also said in a succeeding tweet that nearly a majority of users clicked the down arrow because the reply was either offensive, irrelevant, or both.
“This experiment also revealed that downvoting is the most frequently used way for people to flag content they don’t want to see,” Twitter said.
Many social media sites have started implementing a downvote feature on their platform. When enabled, the downvote button shows up next to likely offensive content on any selected social media site. This feature can be used to highlight quite a few types of posts that can be valuable for an audience to read. With some modifications, this feature can also increase the quality of quality content!
